Near the end of the book, Rousseau warns about what happens when citizens stop caring about public life. This chapter is about deputies, or representatives, the people we elect to make decisions for us.

“As soon as public service stops being the main business of citizens, and they would rather serve with their money than with their persons, the state is close to its fall. When they need to march to war, they pay soldiers and stay at home; when they need to meet in council, they name deputies and stay at home.Because of laziness and money, they end up with soldiers to enslave their country and representatives to sell it.

In a well-ordered state, every citizen hurries to the assemblies.Under a bad government, nobody wants to take a step to get there, because nobody is interested in what happens there.Good laws lead to better ones; bad laws bring about worse. As soon as any man says of the affairs of the state, ‘What does it matter to me?’, the state may be given up for lost.

Sovereignty cannot be represented, because it lies in the general will, and a will cannot be represented. The deputies of the people are only its stewards, and any law that the people have not approved in person is not a law at all.The English people think they are free, but they are badly mistaken. They are free only during the election of members of Parliament; as soon as these are elected, they become slaves and count for nothing.”

In plain words
