Of all the chapters in The Prince, this one has shocked readers the most, because it asks whether a ruler must keep his promises.
“Everyone knows how good it is for a prince to keep his word and to live honestly, not by tricks.Yet in our time, the princes who have done great things have cared little about keeping their word, and they have defeated those who relied on honesty. There are two ways of fighting: one by law, which is proper to men, and the other by force, which is proper to beasts.Because the first is often not enough, a prince must know how to use both the man and the beast.
Of the beasts, he should choose the fox and the lion, because the lion cannot protect himself from traps, and the fox cannot protect himself from wolves. So he must be a fox to recognise traps, and a lion to frighten wolves.A wise ruler cannot and should not keep his word when doing so would harm him, and when the reasons for his promise no longer exist. If all people were good, this advice would be wrong; but because they are bad and will not keep their word to you, you need not keep yours to them.
But a prince must know how to hide this, and be a great pretender, for people are so simple that a deceiver will always find someone willing to be deceived. So a prince does not need to have all the good qualities, but it is very necessary to seem to have them: to seem merciful, faithful, kind, religious and honest.Everyone sees what you appear to be; few feel what you really are.And in the actions of princes, people judge by the result.”

In plain words
