In the second part of his essay, Kant moves from what states must stop doing to what they must build.

“Peace between people who live side by side is not the natural state; the natural state is rather a state of war.Even when there is no open fighting, there is always the threat that it may break out, so peace must be established.

The first definitive article is this: the constitution of every state shall be republican.Under such a constitution, the consent of the citizens is needed to decide whether there will be war, and they will think very carefully before starting such a bad business. For they would have to fight themselves, pay the costs of the war out of their own pockets, repair the damage it leaves behind, and carry a debt that would spoil even the peace. But where the ruler is not a citizen but the owner of the state, war is the easiest thing in the world. He loses nothing by it, and goes on enjoying his feasts, his hunting and his palaces, so he can decide on war for the smallest reasons, as if it were a kind of party.

We must not confuse a republic with a democracy: what makes a government republican is that the power that makes the laws is separate from the power that carries them out.A government in which the same person makes the laws and carries them out is a despotism.

The second definitive article is this: the law of nations shall be founded on a federation of free states.Nations are like individuals who, living without any law above them, harm one another simply by being close together. So each state, for its own safety, should ask its neighbours to join a union where the rights of each are protected. This would be a federation of nations, but not a single world state, for then the many nations would melt into one.”
